Dear Ceford, you were right!
The Data Export email matches the Admin language, not the user's language!!

I tested it like this:
- a user in SPANISH made a Data Export request.
- He received an email in SPANISH asking for confirmation, and processed it in SPANISH website - correctly.
- The Admin changed the usual Admin language ENGLISH to GERMAN.
- The Admin processed the Data export request
- The user received the Data Export email in GERMAN.

So, in my opinion, this is clearly something to solve, or a kind of bug. At least know I know which is the workaround!
